The Wade-Davis Bill passed Congress, but Lincoln refused to sign it into law. When he did not sign it within 10 days of the end of Congress' session, the bill was automatically vetoed. This is called a "pocket veto" and prevented the bill from becoming a law. Radical Republicans were furious with Lincoln.
