If there is a negative sign in front of a parentheses, like -(9x - 10), does that mean to multiply the numbers in the parentheses by -1?

-(9x - 10) can also be thought of in terms of opposites 9x-10 is the original, -(9x - 10) is the complete opposite 9x is the original, -9x is the opposite -10 is the original, +10 is the opposite so... -(9x - 10) = -9x + 10
