You are right, it is B. Nurses could either volunteer for the Red Cross, or serve in the military corps. They were needed drastically for both. Often many went overseas as well and served in what we now call MASH camps (which are just medical camps).

So actually...it could be C.

Why did the government encourage Americans to grow food in victory gardens during World War I? to sell the food to raise money for the war effort to have more food available to feed the troops to stockpile the food in case of a German invasion to create food banks to help those affected by food shortages
