How do I explain that there is no bias?

Try to reword "Should a state have the power to kill a person for breaking the law?" Would you get a different reaction from the survey participants? If so, then there is some bias based on how the question is worded.

rewording it wouldn't change the way it was perceived

what if you went from "should this person be killed" to "should this person be executed" would it change emotions? How if "should this person be killed" changed to "should capital punishment be allowed"? Think of the wording and how it evokes emotions from the people responding. The more raw emotions triggered, the more bias there is. The ultimate goal is to reduce the bias as much as possible to keep things neutral.
