Ok first you know what a polynomial and a monomial is correct?

A monomial is 1 term. And a Polynomial is more than 3 terms. Since poly means many.

Ok then that makes this next step easier. You would need to combine all like terms. In this problem (3x + 3)(4x^2 - 7x -1) the alike terms are the 3x and the -7x and the 3 and the -1.

I knew that was the next step, but I was unsure of how to perform it....

After combining like terms then you just have your answer. Which would be 4x^2 -4x+2. That would be the answer.
