Not 100% sure, but I think he is redefining 'equality' or 'freedom' for everyone. *Why is it necessary for this word to be redefined to his audience? hint: read the 2nd paragraph, everything is there ( the freedom of the Negroes) (:

You might want to expand your idea further because I don't think Data will do everything for you as what he/she posted above. Event that happened during JFK's time that is related to the context. " African Americans throughout much of the South were denied the right to vote, barred from public facilities, subjected to insults and violence, and could not expect justice from the courts.
