When Lincoln issued his Emancipation Proclamation, he knew it did not have the power to end slavery. Why was he correct? *Slavery had to end by an act of Congress. *That authority only came from the Supreme Court. *Only American voters could put an end to slavery. *It was going to take a Constitutional amendment.

Lincoln knew that the Emancipation Proclamation was not really legal. The Constitution specifically allowed slavery and the President did not have the legal authority to end it. Slavery did not actually become illegal until passage of the 13th Constitutional Amendment shortly at the end of the Civil War.
