vice president: How does this person assist with passing laws? How does this person prevent a law from being passed? What role does this person have in the lawmaking process?

once a bill is enrolled, the vice president has to sign off on the bill in order for it to be sent to the president this website will tell you more about that: http://www.coons.senate.gov/learn/bills/

the vice president is also the president of the senate, but the vp isn't allowed to vote. the vp is only allowed to break ties https://www.senate.gov/civics/constitution_item/constitution.htm
