Why didn't President Jefferson attempt to outlaw slavery? A. He strongly supported the institution of slavery. B. He knew that the South's economy relied on it. C. He was very indifferent to the institution of slavery. D. He could not get anyone in the U.S. Congress to sponsor such a bill.

Well, I wouldn't say C... he wasn't exactly indifferent. In several writings he declares himself to be against slavery. Even though he owned slaves, he did treat them very well. He actually called for the freeing of slaves, he just stated that it could only be done slowly. because if they did it all at once, it would one, hurt the economy, two, the slaves would have nowhere to go, and three, perhaps "shock" the already large plantations and populations. So I would say B.
