I have no idea but I would guess 1:15

In 2007, there were around 38.5 million sheep and just over 4.2 million people. Assuming these numbers have changed little since then (which by all indication they haven't) the ratio of sheep:humans in New Zealand is around 9.2:1.

There used to be 20 sheep for every person in NZ. Now the latest statistics from Beef and Lamb NZ show it has fallen to about seven to one, or about 30 million sheep. The sheep-to-person ratio is still higher than Australia's, where there are 74 million sheep to 23.5 million people — a ratio of three to one.

When I lived in NZ it seemed like it was about 30 to 1, especially on the South Island. That was an exaggeration it was closer to 10 to 1.Of the choices you have, 12 to 1 is probably closest.
