i said he should get random people and split them into a treatment group with the medication and a control group with the placebo and then determine whether or not the medication helped reduce sneezing

Looks as though you need a control group: a group which does NOT take the new medication and a group that DOES take the new medication. Describe what kind of sampling would be appropriate.
