I think its true. Because the hot room might make the person sweat/focus on the hotness. So I think it would count as a distraction.

Outer distractions: Outer distractions are numerous and varied. Loud music or noise from another classroom distracts the student's attention from the business at hand. A blackboard displaying facts from a different class may lure a student's thought to other fields. A room that is either too cold or too hot makes the physical discomfort predominate, and the effort required by listening will not be exerted. An uncomfortable chair can lessen alertness.
