first step in rewriting something is understanding what the paragraph accomplishes . what is it trying to say? both as a piece of something greater and on its own. The first sentence says that education is hindered (difficult/behind/backwards) because of outdated curriculums (course plans), teaching methods, and infrastructure (school systems) Then it goes on to talk about how enrollment in schools has been dropping over the past few years. Especially for the rural female population. Further statistics indicate that the rate of illiteracy in iraq is high (20% or people between 10-49). and that dropout rates between the different schools are high. does that help at all? paraphrase that and use the statistics from the paragraph to rewrite it
