The lateral area is the sum of the areas of all the lateral faces. Lateral faces are faces that are not the top or bottom (the bases). To find the lateral area, find the perimeter of the base and multiply by the height.

The base is a rectangle with 2 sides of length 3 and 2 sides of length 8. The perimeter of the base is 3 + 3 + 8 + 8 = 22 in. The height is 6 in. The lateral area is the perimeter of the base multiplied by the height, so it is 22 in. * 6 in. = 132 sq. in.
