When you need to figure out things like this, you should remember that: Names of people, titles of books and other things, and some words that are used to address someone are set off with commas. Then there's these things called interrupters. This is an example: The book, to tell the truth, was very boring. When you see interrupters, a comma needs to come before and after it. Here's an example that goes with your question. "Go and get my guitar, Bill, or it will get wet in the rain."

Because the word "Joe" would be an interrupter. You could take Joe out of the sentence,and it would still make sense: Believe it or not, it's time for us to leave.
Also because my english book tells me if an interrupter comes in the middle of a sentence, a comma comes before and after the interrupter.
