"The Congress of Vienna was a coalition of Britain, Austria, Prussia, and Russia following Napoleon's reign. They wanted to restore order and stability after the wars and for example, his Continental Boycott. Louis 18th was chosen as ruler of France--it being an absolutist state once more. However, he was bland and bovine compared to the great Napoleon. So, they did not seek reparation from France, merely watching them with a cautious eye. France was forced back to 1792 borders before the expansion that Napoleon had created and the territories he had conquered. Despite this, the four great countries still needed something to gain after the hardships they had fought to capture Napoleon. So, the low countries were divided in order to create "border states" which provided a buffer between France and the other nations. The Netherlands, thus, were created. Prussia received the left bank of the Rhine, therefore being the "Sentinel on the Rhine" as a strong watcher of France. The Bourbons were placed once more into power in Spain, and the German states had the same conditions as they were allotted when Napoleon stipulated the Confederation of the Rhine."
