Definelty B because if your a lobbyist and you did not like the bill and you knew the president was the only who could veto it wouldn't you try to persuade he or she to veto the bill?

Well I knew that lobbyists try to influence legislation through like the government and legislative workers, but I didn't know if they would go as far as trying to persuade the president. I can definitely see how that makes sense though
