@Djdman, yes it has no solution because the lines have the same slope (it is given since the equations are written in slope-intercept form) so they have no solution and would be parallel. Furthermore, you cannot use substitution as you said in the question because your only variable that is given an “alternate” value (demonstrated by equal sign) is y in both equations, so you have nothing to substitute for, you only have the equations of two lines given in slope-intercept form.
