Busing. In order to achieve racial diversity in schools, the govt. tried busing white kids to black schools and vice versa. This was extremely unpopular with everyone on both sides, so it wasn't done for very long. Nixon spoke out against it, but his real agenda was to exploit a 'white backlash' against Civil Rights, so as to capture the South for the GOP.

Retiree's are older, and typically politically conservative, so the large migration of retirees to Arizona, Florida, and the other 'Sunbelt States' led to those states becoming conservative as the population of retirees increased.
