A function is a special relationship where each input has a single output.

"not a function" tends to have a more useful definition if the same input has more than one output, then its not a function if the same value of x is related to 2 or more values of y, its not a function

heres a simple method, stack the points (–25, 16), ( 0, 16), (–25, 18) ^^ if we have the same x value, it better have the same y value. what does x=-25 produce?
