Why is the Hardy Weinberg equilibrium formula, which is used to calculate genotype and allele frequencies in a population, applied if the conditions that have to be considered (such as no evolution) to use the formula are difficult to obtain?

It gives you a baseline of what should happen if there is no evolution occurring. When populations do not fit the Hardy Weinberg, then you know they are changing (evolving).
