The four inner planets, Mercury, Venus, Earth, and Mars, are all composed of dense rock & metal with relatively thin atmospheric layers which constitute only a tiny fraction of the planetary mass. That is true even of Venus, which has a much thicker atmosphere than the Earth does. This is in comparison to the outer gas giants, Jupiter, Saturn, Uranus and Neptune, which are much larger and are composed mostly of gas, with at most very small rocky or metallic cores. The term "terrestrial" in this case means Earth-like.
