the field inside the sphere should be zero. the potential is the integral of the field, V = ∫ E dr and so the potetnial is the same **constant** value throughout the inside. this happens to be the inside potential, but you can prove it, again by doing some integration. is that helpful or vague?

if there is no field inside, then the voltage or potential at every point inside the sphere is the same constant value. yes? the question then is - do we pick zero or 10 or 5 or any random humber, -- why do we pick 10 in this case? ie the potential on the inside of the sphere...

the answer to that is that, say the potential was 5 at the centre of the sphere, then a charge would actually experience an electric field due to the potential difference between the centre and the inside wall of the sphere. in order for there to be no electric field inside the sphere, and for a charge to experience no field, the potential inside the sphere has also to be 10V.
