Now you are trying to find what percent of 45 is 9.
Since 9 is the part, divide the part (9) by the whole (45) and multiply by 100.

Check: What is 20% of 45?
20% of 45 = 20% * 45 = 0.2 * 45 = 9,
and 9 was the discount.
Also notice that 9 is one-fifth of 45, and 0.2 and 20% are other ways of representing 1/5.
