in the condition when water flows into a plant cell it's because the concentration of the solutes is high inside the cell. Water moves in by osmosis to create equilibrium. Well, there should be just one answer but then it's an answer said in two ways. Alternatively you can say that the external water concentration is greater than the intracellular water concentration. If it's lower, then it would cause hypertonicity in the cell.
