so its an outline on the attack on pearl harbor. Now I have all the information, I know where I want it to go, and I have the first part of the outline done I just need everything to go in the outline.

Well for the first one, I'd pick A. It seems the simplest. Try connecting the reader to the situation. Do something like "Unequipped and unprepared, you run without aim. Searching for any sign of life left over from this feast of violence and dismay."
