Well let's see, A & C are complete sentences so that leaves you with B & D. Which of those feels like it isn't a complete sentence at all?

B is incorrect. B is telling you there are over 80 burgers. Which means it leaves you with a bit of information. A SENTENCE FRAGMENT fails to be a sentence in the sense that it cannot stand by itself. It does not contain even one independent clause. There are several reasons why a group of words may seem to act like a sentence but not have the wherewithal to make it as a complete thought.
