The theater arts committee estimated that it would sell 200 tickets for its upcoming play. The committee actually sold 224 tickets. What was the percent error in the committee’s estimate? Not sure if it s 112, or 89

The error can either be thought of as 24/200 or 24/224.

You could say "the actual was 24/200 = 12% above the estimate" or you could say "the estimate was 24/224 = 10.7% below the actual"

I can't say any better than I have above without context about how your curriculum is using language. Personally, I would judge both statements I've suggested as correct.

The most important thing is that you understand that your estimate being 10.7% below actual is the same as finding the actual to be 12% above estimated.
