The error can either be thought of as 24/200 or 24/224.

You could say "the actual was 24/200 = 12% above the estimate" or you could say "the estimate was 24/224 = 10.7% below the actual"

The most important thing is that you understand that your estimate being 10.7% below actual is the same as finding the actual to be 12% above estimated.
