It's kinda hard to explain, but I'll do it anyway. You can tell when to use quotations when it's in the right perspective, and it doesn't start with "that." Although C is an exception because the sentence would've started with "that" regardless.

When you use quotations it's because you're quoting someone. A isn't the answer because you're not quoting what they said. The answer is not B because those are not the exact words she said. When you put it in quotations like that, she's saying that Mr. Zoller's display was fine. The answer isn't D because there's not comma before the quotation and the first letter isn't capitalized. The answer is C because there's the use of a comma before the quote and the first letter is capitalized. Hope this helps
