No, a bad leader can kill all the followers. If the Emperor made a bad choice, such as "Guard that wall" instead of the wall getting invaded...everyone dies.

Diseases easily killed people back then. They had bad hygiene and it would cause chaos all over for years possibly. It could EASILY take down an empire.
