I don't really know the economic impact on such things, but I think we can figure it out. Start off by recognizing what a negative externality is, if you could explain that.
Yes, I know that a negative externality is a cost that is suffered by a third party as a result of an economic transaction.

Lete me reword that, go over the options and see the positive externalities or negative externalities.
Citizens expecting to pay higher taxes for more oversight, meaning they get to oversee things. Would this be a positive ext or negative ext? (Note citizens have to PAY)

"negative externality" is some bad effect you cause but do no have to pay for. (and so somebody else ends up paying for it). It is not obvious what "bad thing" is caused by the power plants.
but if we look at the choices, we can make an educated guess (if you are educated) 1 Citizens expecting to pay higher taxes for more oversight. True people complain about taxes, but it's not clear that they will have to pay for "oversight" .. normally the power plants will be taxed to pay for that. 2. Construction companies hired to build homes for relocated communities If you make a living building houses and you got new work, would you complain? No, you will be happy to make money building houses. 3. Farmers whose fields flood annually. Yes, if your field floods you would complain. *maybe* the power plants that use dams cause the floods. So I think this choice as possible. 4. The family of a child killed in a river-boating accident Yes, they would be unhappy, but I can't think of a reasonable way the power plants would cause the accident.

maybe. It would be more clear if *somewhere* they explained what effects the power plants have... in other words, do any of them cause flooding. otherwise, this question reminds me of : "jack and jill went up the hill to fetch a pail of water" Q: Hold old is Jack? and my answer is "How should I know?" not enough info given.
