Do you know the difference between rational numbers and irrational numbers?
I think they want you to learn that a rational number (think ratio) can be written as a ratio (fraction). For example 1/11 is rational. if you change that to a decimal (divide 11 into 1) you get 0.090909... which repeats forever with that pattern. some numbers don't have a nice repeating pattern (and cannot be written as a ratio) for example, pi is 3.14159... see http://www.piday.org/million/ there is no pattern. these numbers are irrational
you generally get irrational numbers when you "take roots" (e.g. square root) though there are exceptions. sqrt(25) = 5 and 5 is rational.
