each state gets one vote for each Senator (2) and one for each Congressperson, a minimum of 1 for small states like Wyoming and Vermont.....the number of Congresspeople is currently set at 435, so it translates out to about one Rep per 700,000 people. Based on the Census every ten (?) years the number of Representatives per state can go up or down; as population increases the Congress will probably vote sometime soon to increase the numbers of Representatives.

IN addition, by Constitutional Amendment, the District of Columbia, which doesn't have any Senators or Reps ( because its not a State) is given the minimum number of 3 in the Electoral College......

so there are 100 + 435+ 3 in the Electoral College= 538, divided by two is 269, + 1 to get to the 270 needed. @AliceCullen
