Kipling may have decided to write this poem in second person point of view because when you write in 2nd person you're talking directly to whoever is reading the literature. This piece of literature clearly was written to benefit a person (the reader). Also it can at times be used to add more personality into the text.
The language he uses affects readers because it is motivational and inspirational. Words that he uses for this are like trusting yourself when all doubt you, or if you can force your heart, and nerve, and sinew. Both examples of inspirational text that is used to spur the reader to action. There is your answer. :)
