Okay. A rational equation "works" (what I'll interpret "justify a solution" to mean) when the numbers create an equality. I think what the question is asking you to interpret is that the denominator of a rational equation must be non-zero. For example, if you have 1/x = x^2 as your equation, you must note that x=0 cannot be a solution, because that would yield an indeterminate solution.
