Well it technically is not that complicated. It says 2 spools of each color. EACH being the key word there. So if you had 5 white spools, 4 red spools, and only 1 green spool, you technically wouldn't have 2 spools of each color as there is only 1 green. In my mind that would make the maximum possible spools 10, which is option B.
