If there's more food for something to eat, then they will reproduce more because they feel safe but that's usually where the population cap comes into play at a later date

If there's more shrimp, then more plankton would get eaten and the shrimp would have a spike in reproduction for a short amount of time which would have the salmon population spike due to more food for them to eat
