Ven is the informal singular command where venga is the formal. I will assume the mother daughter relationship is informal then she will use ven, but in some societies the relationship mother daughter use the formal command as a more respectful way of treatment, them and in that case they will relate to each other as Ud (venga aqui) in turn of tu. Like also student professor relationship can be more informal or formal. I will said both are correct depends of the relationship
