I need help with the usage of "have" in a sentence.

In the 1850s the O'odham [have borrowed] from the waltzes and mazurkas of people of European descent on their way to California.

I narrowed it down to two answers, F and J. Ultimately, I choose F and was wrong; the correct answer was J.

Have been borrowing suggests repetitive or constant actions that began in the past and continue to the present. where in the case I'm assuming it stopped so it was solely in the past.

Feel J is correct, it sounds like the best grammatical choice.
