When we refer to the 'range' of any data set, we are talking about the spread of ALL of the values that are part of it, not confined to any specific section or values. So, that means that the range is the difference between the smallest and largest data values, in whatever units the data was measured in. If we wanted to work out the range then we would indeed need to know the smallest and largest values in the set, but we do not need to do that here as we are told the value in the question.
