That is the table without percents. for this problem I would personally put the numbers into percents by moving each decimal point 2 times to the right and adding a % symbol.

By looking at the new chart with percents, you can tell that In Grade 8, 40% of students liked milk shake because 40% is in the row titled Grade 8 and the column titled Milk Shake.
