let me tell you a little bit about the comma splice. basically, a comma splice is when two independent clauses are joined by a comma. independent clauses are sentences able to stand on their own, as opposed to a dependent clause which cannot. (examples, respectively: I will walk the dog. / Unless you want to.) is there an answer choice above that features two sentences able to stand by themselves linked together with a comma?

notice without that "and", the sentence does become complete. in choice B that would mean there are two independent clauses separated by a comma, and we know that goes against the rules of grammar. so, which choice would it have to be?
