Rome faced constant attack after the Pax Romana because its army was becoming less loyal to the emperor. was becoming more loyal to the emperor. had trouble paying mercenaries to fight. had trouble finding mercenaries to fight. @paki @surana

I would hazard the army and it's loyalty (or lack thereof) is the main issue here. But that's just my guess.

And that would probably lead to a lack of money to pay people with, which in turn would likely lead to a loss of loyalty...
