what you really need to do is find angle C first that you can do using the law of sines, since you know 3 out of the four numbers for the ratio needed

\[\frac{sin(C)}{19}=\frac{\sin(40)}{13}\] is where you have 3 out of the four numbers

so \[\sin(C)=\frac{19\times \sin(40)}{13}\] making \[C=\sin^{-1}\left(\frac{19\times \sin(40)}{13}\right)\]
