Hello! :) the vertex form of a parabola is: y = a(x - h)^2 + k where (h , k) is the point of the vertex :)
try plugging in (3, 8) for (h, k) aka 3 for "h" and 8 for "k" then *temporarily* plug in (4, -3) for (x, y) aka 4 for "x" and -3 for "y"
hopefully you can solve for "a" from there then keep "h", "k", and "a" plugged in the y = a(x - h)^2 + k that should get you your answer :) if you need any help along the way feel free to tag me ^_^ @jigglypuff314
