The communist party in china won the civil war in 1949 and they were the primary government on the mainland. The leaders of the previous nationalists groups fled to Taiwan and maintained their regime there. So the nationalist regime had an ambassador to the un that sat at the security council and what they did was (exercise) china's vetoing power. The soviet union objected to this; they wanted the nationalist ambassador gone, and replaced by one from communist china which would then have vetoing power in their hands.
