y > x + 4 is 4,8 to 9,3?

first find the slope
y2 - y1
------ = (13 - 8) / (9-4) = 1
x2 - x1
Then plug this and one of the points into the general equation
y - y1 = m(x - x1)
y - 13 = 1(x - 9)
which simplifies to y = x + 4

now you need to do that for the other 3 lines

no this line has negative slope and is at right angles to the one joining (4,8) and (9,13)
so its slope is -1
y-y1 = m(x - x1)
y - 8 = -1(x - 4)
y = -x + 4 + 8
y = -x + 12
