Where does it say solar system? Gravitational force is still an interaction between 2 planets you know?

Not all systems involve collisions or gravitational force (although many do!), and just having properties that don't change doesn't make a system (think of a single inanimate object sitting on a table). But all systems have some sort of interaction going on within them.SO I would go with answer c interactions.
