A. John Locke's Second Treatise of Government. I believe this is the correct answer.

I can't answer the Constitution, because the Constitution came after the Declaration of Independence, and in order to echo something it must repeat something that came before. The other two answer don't make any since, because "Leviathan" is a novel about a sea monster, and the other one has different ideas than the Declaration does. Thus we can easily deduce that A. is the only logical answer. Plus I already knew what John Locke's "Second Treatise of Government" was so that kind of helped.
