Dividing fractions is the same as multiplying by its reciprocal.

\[\frac{ -2 }{ 3 } \div \frac{-3 }{ 8 } = \frac{ -2 }{ 3 } \times \frac{ 8 }{ -3 }\]

It's a lot easier to do it that way.

And it is positive because since both the numerator and denominator are negative, they cancel out. A negative divided by a negative is a positive.
